What do you get for pre-ordering Dawn of War 4?

A lower price, and with the Commander Edition, an earlier start. Deep Silver's page lists the pre-order bonuses as:

The early unlock is part of the Commander Edition itself, so it is not a reward for ordering early in the usual sense. Whether a Commander Edition bought on Nov 30 still unlocks at once has not been stated, but Steam presents the early start as a feature of the edition, "play the game starting 3 days ahead of full release". What the Commander Edition adds besides is on Commander Edition.

Is there a pre-order skin or unit?

Can you refund a pre-order?

Yes, under Steam's own rules.
